An unidentified speaker makes comments and takes questions from the governors, defending the Administration's decision to stop importing Iranian oil. Some governors are concerned that Washington is altering their roles and powers; the speaker says that the proposed changes in policy cannot be imposed in a top-down fashion from Washington. Warren Christopher describes improvements and changes at the embassy prior to November 4. He says that the Marines gave the residents two hours to destroy sensitive material and cryptographic equipment. He also says that Iran refused to help the United States embassy and that the hostage crisis is a unique situation in which Iran has violated norms of diplomatic behavior and international law. He states that the highest priority is the release of the hostages in a manner that is consistent with American honor and principles.
